Produces a fresh CANDIDATE quote for a cross-asset payout — available
while the payout is pre-initiate (awaiting approval, submitted or
waiting for signature) — and
returns it WITHOUT advancing the payout's current quote or touching its
approvals. The candidate is an
ordinary quote+lock pair not yet referenced by the payout; the caller
holds the returned quote id and commits it via POST .../accept-quote
(the only step that advances current). If the current rate still has
time to spare, returns it unchanged (no partner call).
